Who owns U.S. Open shoot? IDNR? You decide! Who gets the money?

The U.S. Open "may" happen but it is the "how" that may be intriguing. The IDNR and ATA will not be collecting ISTA fees. Why not?

The U.S. Open is an ATA shoot. It has been held in Illinois.

I was told that originally the ATA committed to hosting 3 shoots per year at the WSRC with a certain number of attendees (can't recall how many) guaranteed by the ATA ... I honestly cannot recall all of the details but was told 3 was the Magic number between the ATA and IDNR, U.S. Open, Fall Classic, and the grand ... WPT ... (YAC) ...
