Shooting or standing in water

I shot at a major shoot last year after a huge rain. The facility is known for not draining well. Following the downpour our squad had to stand in 4 inches of water. The bank next to us had no water and was empty. Do shooters have a right to move the squad to another bank? What would have happened if we just walked over to that bank?

 

I have run into this years ago, and was asked to move over one trap where there was no water, we did not have to ask, but we were about to ask.
They saw our concern standing in the water
