    I was under the assumption the delegates voted on the lease between Illinois and the ATA. A friend tells me that was not the case. So then, what is the purpose of the delegate other that to wait in line for a gun?

    Who is running the asylum? Are the delegates as much to blame? To me they are more to blame as they allowed this.!

    Some are never in line for a gun, only the chosen few.

    If there is a new lease with Illinois then who approves the lease? Who approved negotiating with Illinois?

    The memorandum of understanding contains no agreement terms. Heffley said that’s because “we cannot negotiate the terms before the April 15 date. What does that mean. It means there is no MOU. All of the talk about a MOU and the Grand is nothing more than the ATA and the IDNR stringing along the members of the ATA in the hope that a budget will be passed the the WRSC will reopen.
