Just heard on Fox news that people that hit Illinois state lottery are getting IOU's. Seems to me this would put the the shooting complex issue about as low on their list as Whale sh#t on the bottom of the ocean.

That is the answer. It was in front of the Illinois voters all along.
If Illinois, Rauner, and rest of the anti gun crowd, could put forth an initiative on the ballot to delay lottery payments for the next 8-10 years this problem could be resolved.

The saving could be channeled to the Sparta complex.

Should we start an online petition?

Adjoining states are said to be selling lots of tickets. Go to Indiana, buy a gun, get lottery tickets.

Wait until the next financial crisis.

If the State if Illinois is giving out IOU's to the State lottery winners it won't be long before nobody plays the Illinois State Lottery, I know I wouldn't, then where will they get the money to pay the previous winners. Maybe sell the WRSC to someone at a cheap price.

In the state of Va they can't take the lottery money for any reason. Wilder a former Governor tried one time and got cut off at the knee's. The money is to be used for the schools and pay out to the winners only.
