You guys should plan a trip to Sparta and meet Mr. Gipson. I am sure he would be willing to discuss his contract. Drop by the U S Open or wait for the big shoot.

There is no Profit and Loss statement per say because a 501 (c) (3) cannot show a profit hence the term Non Profit. What you can request directly from the ATA is their last 3 years of IRS Form 990 which is an informational tax form that most tax-exempt organizations must file annually. In a nutshell, the form gives the IRS an overview of the organization's activities, governance and detailed financial information.

A 501(c)(3) group must file an annual report updating the IRS on its current activities, income and financial status. It must complete these forms by the 15th day of the fifth month following its fiscal year-end. The form required depends on the group's annual revenue. An organization with more than $200,000 in receipts or $500,000 in assets files Form 990, while groups with less than $200,000 in receipts may file the shorter 990-EZ. The 990-N, also known as an electronic notice or E-postcard, is available online for the use of groups receiving less than $50,000 annually.

An exempt organization must make available for public inspection its annual information return (e.g., Form 990, Form 990-EZ). Returns must be available for a three-year period beginning with the due date of the return (including any extension of time for filing) or, if later, the date it is actually filed.

These EC members are dismissive and disrespectful. What would the world be like if we disrespected them just as much?

The home office in Sparta refused to release Lynn Gipson's Contract. saying it is private information, we already know he is being Overpaid for the position, What is the cost of his Rental Gun Store at Sparta? What percentage of his Sparta Sales must be given to the ATA?

Welther, No it was not. About 25 or 30 years ago the mambers got lethargic and did not keep their eyes on what was happening. The EC gradually moved the life members from any say so in how the organization was to be run. It has been on a down hill slide ever sinse and seems to be picking up speed. The EC members present and past do not seem to have a clue as to how to run a business, and are to dumb or proud or self serving to admit their short comings. Roger C.

You'll know we have a good Executive Committee who truly cares about the sport, the association and their integrity if and when they revisit the 2012 PULL LLC involvement in the ATA office relocation that was morally, legally and conflict of interest wrong.

An ATA Officer failed to inform the Association that he organized 2012 PULL LLC in his home state. He managed and profited from the leasing and sale of the property while intentionally keeping his name off all documents, utilizing the name of another ATA member from another State to act as the chief decision maker.

Every Executive Committee has known about it and has looked the other way. These are the same people who decide the fate of we members who are accused of breaking the association rules. They feel the rules only apply to we minions and not to the E.C.

Their failure to address this issue speaks volumes as to the level of their credibility.

 

I don't have a dog in this fight but Lynn Gipson's contract (does he even has one?) would be considered private information between him and the Executive Committee (nine seats). The whole ATA thing really just consist of nine guys so it's hard to say who the shot caller is or who sets who's pay. ATA employee pay regardless of position would be reportable to the IRS on Form 990. As for the Rental Gun Store at Sparta if any proceeds are going to the ATA it too would be reported on the Form 990.

Kind of like the NFL (non-profit) and Roger Goodell, the team owners set his pay. Who are the team owners in the ATA?

Why don't you name the Man that founded the 2012 PLL< If my mind ,serves me right he was an ATA President before or after the Fact. He owned 2 trap clubs in Kansas. I spoke up when this was going on, that something was rotten in Denmark, He also tried to reduce Doubles Distance. Do I have the right guy in my SIGHTS?

Wouldn't the fees charged for stores at the WSRC be regulated and paid to the State of Illinois not the ATA?
I think the state owns the facility not the ATA therefor rent would be paid to the State. Maybe I am wrong as I don't know for sure but I believe I am right on this one. ATA salaries are another thing and the State of Illinois, or any other state, have no control of. JMO

I don't have any current leases on file, however, the building occupied by Gipson Guns, LLC was initially leased by DKG TRADING, Inc.

DKG Trading, Inc. commenced leasing Building No. 3, Sparta Estate #311 Mallard Lane, Sparta, IL, in May 2007, agreeing to pay the IDNR $30,000 for a 20ft. x 40ft. building space for a period of ten (10) years, with the following schedule of payments:

$10,000 paid on or before the date of execution of the lease
$10,000 paid on or before December 31, 2007
$10,000 paid on or before June 30, 2008
$10,000 paid on or before December 31, 2008

In a letter to the IDNR dated July 24, 2012, DKG Trading Inc. gave notification that they were transferring ownership to Lynn Gipson LLC for the balance of the lease. I have no idea what Gipson Guns LLC paid for the lease transfer.

To the best of my knowledge, there are no monthly vendor payments. Vendors make installment payments for for a couple of years, paying in full several years prior to the expiration of the lease.

Building utilities are not metered therefore there is no monthly electric, water, sewer, etc.. bills. Utility expenses are factored into the lease payments.

I don't believe anyone was suggesting a connection between Mr. Gipson's ATA compensation and the State of Illinois. We know the ATA states the amount of compensation for the Executive Director is based on Guidestar data relating to salaries of E.D.'s of similar organizations.

The question that forum & ATA members would like to know are the list of achievements prescribed by the Board of Directors that must be completed and their individual amount of compensation to the E.D. It is without saying that the BOD should be providing proper oversight to insure that the goals were in fact achieved.

Why the interest? Probably because just a few short years ago the ATA was paying its Executive Director just over $100K. That figure has doubled, far exceeding the average annual increase of wage earners.

There should be nothing inappropriate of asking for an explanation. It would be nice if our Delegates cared enough to make the request. After all, it is their duty.

I do not recall ever seeing a "Job Description" listed or posted for the E.D. but would think a position of this importance to the Organization would or should of been posted so those who feel qualified could of sent in a Resume and been considered ... The only thing Lynn ( the Talking Head ) Gipson has accomplished is in the "Nothing Accomplished Column" since he has been sitting in this position, other than collect a big pay check and get benefits paid for by the Association ... There are many people who feel he must have something on the EC and many of the BOD so he can get away with doing nothing (Job Security) yet retain the job ... The only real accomplishment that has happened in the past 15 years was the grand getting moved the Hell out of Illinois (see how long that lasts ) and there seems to be a Black shadow hanging over that being as none of the particulars have ever been disclosed or posted for the member benefit or to read for them self ... I've never known personally of an incident where a Delegate was told to keep their mouth shut or how to cast their vote. I will concede it may have happened but I've never seen nor heard of it.

I do recall reading an opinion that the B.O.D. represents the Association (ATA) and does not represent the membership, but I don't remember any discussion that the B.O.D. works for the E.C. I would dispute that claim because the true power as written in the By-Laws, is reserved to the Board of Directors and it is they who were in agreement to permit an elected V.P. to handle the affairs of the ATA during the period between annual meetings.

The problem is that most Delegates don't care to or devote time enough stay informed. Like most ATA members, they just want to shoot and help their with their State/Province affairs. They really should require the E.C. to provide frequent updates regarding issues that will be voted on and there is no reason why issues such as rule changes, could not be done at annual meetings by the B.O.D. We wouldn't have half the problems communications were improved.

Regarding your duty question:

As you know, Delegates are chosen each year by ATA members within their State/Province to represent the views of their State/Province Association and shooters. However, they are not bound by those views. They are bound by the ATA By-Laws to represent what is best for the ATA Association whose duty it is to do what is in the best interest of trapshooting.

Delegates usually vote their own conscience, but I've known Delegates to vote as directed by a vote during their State meeting, even when they did not share the opinion.

Delegates sometimes cast votes without input from those who elected him/her. Election of a new Zone V.P. at the annual ATA meeting would be one example. Most ATA members don't even know any of their Zone Delegates are interested in becoming a Vice President.

Look what happened with the vote to narrow the Flights & Angles rules. One year Delegates defeated a motion on the 17° angle and the next year the majority of Delegates voted in favor of reducing the angles. Did Delegates make their own decision or were they guided by the majority of the members who elected them?

Those of us who thought it was a mistake and not in the best interest of the sport, were simply out voted. That vote could have been changed back any time since 1997, but it has not, I presume because it remains the will of the majority of shooters who think the straight-away settings from posts 1 & 5 were too hard. I wonder if they know the rules on angles prior to 1955 were 45° each side of the center stake and that doubles flew 50 yards? I can only guess what those old-time top-notchers would think of us shooters today. Pansy would be a kind description.

It's not easy being a Delegate and my hat's off to those who volunteer their time to give something back to the sport. I only ask that they demand that the ATA leadership keep the B.O.D. and membership better informed and conduct all business as transparent as possible. A good leader would not need to receive such a demand but would always conduct business showing there was nothing up their sleeves.

Who is the BOD? All I see on the ATA website is the Executive Committee, Central Handicap Committee and Rules Advisory Committee.

 

H.B. When our delegate in Arizona was leaving the state at the meeting when the new and old delegates were talking to the members, he said I will give you all of the info I can. Your job is not to tell the EC what you or the state members want. Your job is to tell the members of your state what the EC wants from them. That may not be a word for word quote but the implication is verbatum. I was sitting with Gene Hapney when the statement was made our mouths fall open. Roger C.

 

I have been told by more than one Delegate on more than one occasion they were told how to and what to vote in favor of if they knew what was good for them if they liked being a Delegate, some are still living but would probably deny it ... I used to talk to a lot of people due to my being involved with a club that hosted one of the larger shoots (Phoenix Trap and Skeet, Autumn Grand, Spring Grand ) and I was privy to a lot of chatter by many of those elected to represent the Membership over the course of time (numerous phone calls) ... I got several phone calls (much to my surprise, at home ) from a couple of Delegates so I tried to casually get information as we talked in General conversations, they were very careful what they said ... The EC and probably ED have to get the BOD or some of the BOD (Good Ol'Boys) involved to get motions carried if they still use that method as opposed to just do things and then notify others what they did ... There are a couple of those who were elected Officials (Delegates, Past President) that are no longer with us so I cannot and will not divulge what the conversations were about in this public forum, (unless it is face to face) but I can and will assure you the EC does in fact tell the Delegates what to, when to, and how high so make no mistake about that ... Manipulation and Corruption do not usually get better over time which appears to be quite evident in the operations of the ATA today ... WPT ... (YAC) ...
