On or about August 11th 2003 Mr. Mike Hampton informed the ATA he had been retained by Illinois Department of Natural Resources as PROJECT MANAGER FOR WRSC, correct me if I am wrong a Project Manager must hold a license as a CONSTRUCTION ENGINEER which is a degree required with a working Knowledge of the Trade for a minimum specific time. He is directly responsible for the construction and inspection and certification of all construction work at the WRSC. Including the buildings, roads, electrical service, footers, and foundations, building loads, roof snow loads, and materials of construction. He was an employee for/and of the Illinois Department , IDNR. He should have been or had a BONDING COMPANY protecting his job certification that everything met Standard Construction Standards of the IBC. The ATA is not responsible for any sub-standard building practices, such as roads built w/o proper sub base of #2 limestone rolled and compacted, with a layer of #57 limestone rolled and compacted before asphalt is installed. The Electrical Distribution Equipment and Electrical loads at 120% of maximum loads, proper switch gear circuit breakers, Wiring Sizes, etc. This decision relies 100 % on the IDNR in their selection of Mr. Mike Hampton as project Mgr for the WRSC. Which I personally feel was a direct CONFLICT OF INTEREST as may have been working for the ATA at that time also, and relating to thye ATA on Project Progression The job as Project manager entails more than I have stated, this is just a fraction, Did Mr. Mike Hampton have an ENGINEERS DEGREE? Gary, There is a difference between a project engineer and a project manager. Also different rules in different states. And, in some states, especially when you work for the state, it's the employer who holds certifications that employees work under.

Mike Hampton approached the Illinois IDNR for the job, the IDNR did not pursue him. He sent letters and e-mails, Brown Nosed his way into the Position. Now you can see the poor job he did, Building Roads and applying Black Top on Dirt W/O any base, A high School graduate is smarter than that. Maybe he( MIKE HAMPTON) should pay for that Road Rip Up and Installation of Roads Properly. My son just had 96 tons of #2s for the base on his drive way. The State of Illinois has claimed the State Parks need almost 1 million dollars in repairs for cited safety issues that are causes for concern and are part of public record which creates a problem if someone were to get injured due to any one of the cited issues ... The WSRC was on schedule for $154,000 (2016) and change for repairs in general which does not include the road work needed from lack of being put in correctly with the correct amount of compacted base before being black topped ... I have talked to several of my personal friends who had a 10 year lease and are not going to renew even on a yearly basis for one reason or another besides the cost being raised to ridiculous amounts for less shoots ... If by chance one of the big motor homes would get into one of the ruts and bottom out it could cause major damage to the under carriage and any exposed lines so they obviously have more problems than they were anticipating prematurely ... The fact that its in a rural area might of helped them get by with over looking some certain issues that would not normally be over looked besides the fact it was a push to get the facility done and usable much quicker than it would of taken if all things were accounted for and done right ... Thats one of those "Pay me now, or Pay me later" type things and its to late to worry about it now, other than do the much needed repairs and move on ... It usually costs more to do something and then have to repair it than do it right in the first place, obviously this is one of those times ... The older the facility gets the more its going to cost for up keep and to maintain it just from normal use, that time has obviously come ... The residents of Sparta have not really rallied in favor of the facility based on them not being to get minimal signatures on some petitions that were filed with the State , (Gov etc) to get it on any of the ballets for the voters to decide ... Typically, its another State project that totally screwed up and turned out to be a disaster ... WPT ... (YAC) ...
I did a little research and found that all States have minimal requirement Standards for State Licensed Inspectors, State Project Managers as well as Superintendents which basically means you cannot Legally be one if you are not qualified to be one by meeting those standards ... The State license's are required on ALL State funded projects with no exceptions to the rules ... I could see there would be one Superintendent over several Licensed inspectors , who would be over the Project managers, over job foremen, labors etc. (more or less a "Chain of Command") if you will for lack of a better terminology .... Gary, We (the ATA) don't own it so we didn't get screwed but if everything was not in order the State of Illinois got screwed big time ... If by chance anyone falsified any documentation, that person would be subject to prosecution if the State made the choice to pursue it , which under the existing circumstances they would probably not find reason to ... The place is crumbling from what I have been told, (have not seen it with my own eyes) by friends who had 10 leases and will not be going back ... Its only a matter of time and the State will wipe if off of the books, load it in trucks, and haul it away like many other State projects that failed, as well as some that didn't fail and were removed from the books anyway ... The matter with Mike Hampton is not the ATA's problem if by chance he does not carry proper credentials, it's between MH and the State unless the ATA recommended (hired) him for the position claiming he was qualified and certified to State standards as the project Superintendent ... I just want to say, A project manager does not have to have any special qualifications, They are basically a baby sitter of the project. A project manager is a client representative and has to determine and implement the exact needs of the client, based on knowledge of the organization they are representing. An expertise is required in the domain the Project Managers are working to efficiently handle all the aspects of the project. The ability to adapt to the various internal procedures of the client and to form close links with the nominated representatives, is essential in ensuring that the key issues of cost, time, quality and above all, client satisfaction, can be realized.

Fla, how do the posters know what Mr. Hampton's qualifications are? How do they know how the roads were built? My area must have the same issues, our roads are constantly being repaired. There are two seasons here, winter and construction. And I can assure you, the folks overseeing the work here, are all PEs.
Well, Dr. Don't Shoot, maybe you should get out a little more often and maybe you would understand how the real world works, but what can you expect from someone like yourself who can screw up a perfectly good gun in a matter of days thinking you know how to make it better. Maybe just maybe you will listen to people that actually do the job you are talking about. Yes you can go to school to be a project manager, but most of the time you earn the title of project manager or PM. Last but not least , you don't bond the individual you bond the contractors and engineering firm. So I guess someone who use to install HVAC would know this if they were worth a $hit.

Mongo: You are full of sh*t Contractors are insured, If they have a license, A contracted job such as a Project Manager normally is a Bonded Position as he is responsible that all job functions are completed and contractors are paid and all codes are followed, The contractors are bonded/and licensed and insured which must be documented before License is Issued, I know I was in Business for 40+ years, and I am a State of Ohio Licensed Building Inspector, I know the laws, Been there and done that, Have you ever held a State Licensed Job? Have ever been Bonded by an Insurance Carrier for a Job, or Position? I have. Do you know why a bond is required? Do you know why a minimum of a Bacleors degree is required, and expierence in the field or scope of your job title as a Project Manager, or Construction Superintendant? I am not trying to protect the ATA, I have only been an ATA member for 4 years. I just love to shoot trap, doesn't matter if it is registered or not. The state has been paying them money still owed from the last fiscal year. Most higher-education institutions, also left in the lurch, have so far been able to minimize the impact of state funding shortfalls by moving money around. Accordingly, the howls of outrage have been muted. Demands that our lawmakers strike a compromise spending deal lack the urgency even to keep them in session nonstop. It was actually big news last week that the Illinois Lottery is postponing payouts to winners of more than $25,000 — not exactly a heart-tugging story. What budget crisis? This budget crisis: Due to all these analgesic deals and decrees, Illinois is now spending at roughly the old rate while taking in tax revenue at the new, lower rate. Illinois' budget impasse is having a big impact This puts the state in the same situation it was earlier this year when the Democrat-controlled General Assembly allowed income-tax rates to fall 25 percent on New Year's Day even though the Democrats' spending plan through June assumed a continuation of the higher rates. Lawmakers and Republican Gov. Bruce Rauner were mostly able to patch that estimated $1.6 billion hole with one-time fixes and other legerdemain. But the hole is opening again. Estimates are that Illinois is on pace to spend about $38 billion in this fiscal year and take in only $33 billion. So every day that goes by, the budget cuts and tax increases that will ultimately be required to bring the books into balance, as the state constitution requires, are becoming more severe. "There are no long-term savings as a result of this budget impasse," said Laurence Msall, president of the Civic Federation, a nonpartisan budget watchdog organization.
