Could a release pull trigger be considered a binary trigger--since you are shooting two shells with a single pull? could be a problem in some states

You are still pulling the trigger 2 times , one to set the the first shot and pulling for the second.
A pull-release still requires the trigger to be pulled twice. Pull the trigger=bang Release the trigger Pull the trigger=set Release the trigger=bang I've never heard of, and don't believe it would be mechanically possible to make a trigger for an over/under that would fire when the trigger was pulled, then fire again immediately when the trigger is released. You'd have to look at the specific law, but it's likely these apply to semi-auto guns only anyways.
If even possible yes it would be illegal. However, I have never encountered a set up that functioned with 2 shots one pull. A pull then release. Sounds like a dangerously silly concept.
