Yep, Did it 8 times. The problem is if the FFL on the CA end makes up his own rules and won't accept from a non-licensee. Been there too.
It's unfortunate your dealer won't get set up as a CA approved seller. There's nothing to it just a few minutes on his computer. CA has a large market for firearms.
