Lights Flickering? - Another delinquent electric $364.000.00 at Sparta

    Found this under the bridge. Almost all of this is delinquent. August will push it close to $500,000.00.

    How can a place that is mostly shut down rack up those high monthly charges. Are the businesses that are on the property paying any rent? If so to who? I hope they do not wait until the Grand is in full swing to cut the power that will be a real cluster f###. Roger C.

    Best strategy yet would be to cut off the power opening day and take their sweet time turning it back on once it gets paid ... The State of Illinois obviously has a problem with taking care of business ... WPT ... (YAC) ...

    To me, this is turning out to be a lot more interesting than the Grand happening, which it will be.
    If Lottery winners are still only paid for small winnings, and the Gov., and the Legislature are deadlocked the Electric is an ongoing thing.
    If you read the Grand program, which IMO, is one of the nicest I've seen, everything is business as usual.

    To ignore something does not make it go away ... It does show a lacking of Integrity and honor to steal services that cannot be recovered once used and then act like it never happened ... If people acted toward the State of Illinois like the State is acting in regard to this bill there would be HELL to pay to say the least ...
    The grand program has nothing to do with this bill and it will be business as usual unless EEEC does what should of been done long ago and cuts the power off ... This is not the ATA , but is the State of Illinois and this could put the grand in jeopardy if its not attended to and the electric gets shut off ... Some people will probably travel a long distance and take their chances, I would not be one of them ... WPT ... (YAC) ...

    It is hard to see what all the fuss is about ....

    In a couple of weeks from now, "Sparta/IDNR" will be collecting their "10 to 12 million" .... That should pay this "electric bill", and many more.

    "That dream project could pump $50 million into Bertetto's southwestern Illinois community of about 5,000 people, Randolph County and the surrounding area."

    "The massive event lures 7,000 shooters to 10 days of competition each August. It must move from its present site near Dayton International Airport, and Illinois may be the new home. The ATA board sidestepped a final decision, but the executive committee has been empowered to negotiate lease terms with Sparta and Las Vegas over the coming months."

    "Bringing the event to Illinois would be a coup. It is estimated that the championships generate between $10 million and $12 million annually."

    "Brunsvold said the $50 million estimate is "what we think is a minimum number."

    This all started in 2001, if this is true .... "Two years ago the ATA announced a move to Sparta but changed its mind."

    "Illinois is offering a free long-term lease at the World Shooting Complex and is willing to expand the construction of trap fields from a planned 24 to 124 if the Grand American comes. The organization would be able to run other major shoots on the grounds too. Illinois asks only that a $3 user fee be paid by each shooter to cover cleanup costs.

    "How big a lease do you want?" asked state Rep. Dan Reitz (D-Steelman). "Fifty years? A hundred years? We're building a shooting range. We want people to come and shoot."

    "Clearly, Illinois is hot for the Grand American to move to Sparta."

    The "electric company" can see all these millions from the "Grand" is the best way to collect their money from the "State".

    I have been asking about the HOF being on the same electric. Can't get an answer. hmmmmm must not matter.

    It appears the IDNR is charged by the electric company.

    It appears the HOF was to install a metering device to isolate and identify what the HOF uses.

    It appears the HOF is responsible for prompt payment. Though I don't know how it is charged other than a single kw/h charge via what was used by the isolated meter.

    I could be wrong. It appears the HOF pays the IDNR, which has not paid the electric company, yet.

    How do you come to that conclusion? What am I missing?

    If so....the HOF is shut off regardless of their payment? Although I don't see where it specifically says what utilities that are provided by the IDNR.

    The HOF needs a controlled environment?

    I see where the metering device is required by the lease. Missed it. D0 you know one was installed?

    Either way if the IDNR doesn't pay their bill the electric goes off right? Not good?

    I do not know if one was installed. I think I tried asking a few people about it, no answer was given. It's a secret.

    It does appear if the WSRC electric is turned off the HOF will be off as well.

    I doubt the electricity will be turned off, it appears the members of the electric company are ok with floating the state a open ended loan for electricity. I have heard the city of Chester, IL is owed a million and a half in utility costs from the state.

    You can bet your bippy that if the Hall of Fame doesn't pay their share to the IDNR each month there would be hell to pay.

    I don't trust the State of Illinois at all !

    I too wanted to know if the Trapshooting Hall of Fame could be closed due to disconnection by the utility for the IDNR's delinquent payment.

    I asked some of these same questions to the HOF sometime back. I’ll try to accurately rephrase the responses provided to my questions.

    The construction of the new Trapshooting Hall of Fame & Museum was funded by donors and deeded to Illinois. In return, Illinois leases the building back to the THOF for $1 per year for 25 years followed by 10-year renewal agreements thereafter. The THOF depreciates the building over 27 year period.

    If the Illinois Department of Natural Resources (IDNR) discontinues operation of the World Shooting & Recreational Complex (WSRC), under present law they cannot sell the property but would lease it out. The THOF lease would remain the same under any new successor.

    The THOF is not responsible for property taxes.

    The THOF does have its own meter. It was not made clear that they will make payments directly to the utility company but one can reasonably deduce, with their own building meter, they will.

    The THOF will provide for their own insurance, utilities, maintenance and part-time staff.

    Though the THOF are tenants of the IDNR, Trustees believe they will control the use of the building for 45 years or more.

    As stated, the above information in blue was provided to me. I have not verified many of the above statements.

    I would personally like to confirm that the THOF is metered directly off the incoming supply feeder in front of (before) the IDNR / WSRC meter. If it is not, the THOF building will lose its electric supply if Egyptian Electric Cooperative Association initiates a disconnect. A schematic of the electrical grid may reveal this information.

    The same trustees that vote themselves into the HOF?

    Also the same trustees that secured funds from donors without making it clear the HOF was to be owned by the State of Illinois. Also the same trustees that thought it wise to spend approximately $2.5 million on a building they have no way of owning.

    Never call these fellows dumb. This is also the group that convinced the ATA Rocket Scientists / Board of Directors, to give them $275,000.oo for a building owned by a gun hate state.

    This is also the same group that had the previous Hall of Fame building bulldozed.

    Some may say the only sin is that Bradford can only vote himself into the HOF once. Certainly with the above resume he deserves two votes.

    You CAN NOT ASSUME that if there is a meter at THOF building it belongs to the power company. It could be a private meter installed by the IDNR so they can charge electrical usage to a renter. I have installed many a meter for a large building owner for them to charge renters for used electric. That should be in the lease as to who owns the meter or where they pay the bill.

    If I was a regular consumer of the power company I'd be upset that the WSRC is allowed to not pay their bills when I had to. Maybe it's official policy in the Sparta, Illinois area to look one way for government and the other for a business or a private taxpayer when it comes to paying what you owe. I wonder how long the members of the co op will allow this to happen or even if they know about it? I wonder if any business or homeowner (or renter as the ATA is) has had their power turned off in this same time period?

    I have a feeling that the local media has failed to report the electric bill delinquency to the public not to mention how long it has been allowed to continue. It is no wonder news reporters have such a low public trust today. Ezekiel 33

    The power company is not going to bite off the hand that feeds it! If Illinois is like most states, a public utility must have the state commission approve a rate hike before it can be instituted.

    So, if they raise the rates and still don't get paid, that's a good thing ..? They ( the State of Illinois) don't care what the rates are if they are not going to pay the bill's like normal people do ... The State Government should set an example not just the opposite ... I have serious doubt than anyone other than the State could and even should get away with this kind of crap, but it is Illinois we are talking about ... WPT ... (YAC) ...

    How much of a "approved a rate hike" would it take to counter the effect of a half-million dollar IOU ?????

    Sooner or later that number will grow enough to make their day to day operations impossible. A bank will not cash a paycheck backed by an IOU from anyone.
