To answer the question Yes, I believe it. I have a question. Why would anyone be "shocked" or even surprised at this? It's the ata "A bear's sense of smell is so acute that they can detect an animal carcass upwind from a distance of 20 miles" The bears have nothing on the ata. It's approximately 645 straight line flight miles from sparta to washington DC and the boys at the ata sniffed that money out no problem. .
Did the ATA follow the rules / law for the Government PPP program for businesses or did they do something illegal?
I know where you are going with that. Probably all "legal" I would be curious to know if all that money actually went to the employees for their salaries.

Almost all of the businesses I call customers got forgiven PPP loans. My bank contacted me about one but I declined, I thought the shutdown period would be short. Rules were that you could only use it for rent, payroll, and possibly utilities. There was extensive paperwork to apply and to prove it was used properly and within the prescribed time period. The rest had to be returned. For my small customers, it kept them afloat till they could operate again; all didn't meet the requirement that they be "essential".
So what? PA got one as well. I'd be much more upset if this option was available and they did not take advantage of it. To me that would be malfeasance to not take advantage of a financial program that would benefit the organization.
I read about the ATA’s Payroll Protection Program loan in the Independent Auditors Report provided to our Delegates. Reviewing the requirements, I see that in addition to payroll costs, Small Business Administration (SBA) PPP loans were also permitted to be used for rent/mortgage interest; utilities; covered property damage; covered operations expenditures; covered supplier costs, covered protection expenditures and “other.”
The ATA problems are the result of mismanagment, not covid. That program was put in place to help small business get through this mess called covid.

Yes, because OP has such a long and storied history posting positive content about the ATA. And the followup posts definitely were overly positive in nature. I don't know how I missed it, thanks for pointing that out. Nuance is definitely your strong suit, keep it up.
